The Nursing
Home Quality Initiative (NHQI) is a national program developed by the Centers
for Medicare & Medicaid Services (CMS) to publicly report quality
measures for every Medicare and/or Medicaid certified nursing home in the
country. The quality measures are
designed to assist consumers in making an informed decision about the care
they receive and where they choose to receive it and to assist providers by
measuring the quality of resident care.
Quality measures are publicly reported on www.Medicare.gov. In addition to
developing and releasing quality measures for individual nursing homes, CMS
has funded Quality Improvement Organizations (QIOs) in every state, territory
and the District of Columbia to work directly with nursing homes and other
providers to improve care for Medicare beneficiaries. To maximize the impact of their efforts,
QIOs coordinate with key nursing home stakeholders, including federal and
state regulators, trade associations and long-term care ombudsman offices. QIO
Support for Nursing Homes
QIOs work with
Medicare and/or Medicaid certified nursing homes across the nation to improve
the processes of care related to the publicly reported quality
measures. The four national
priority topics are: · Pain As part of
these efforts, QIOs provide nursing homes with guidelines-based clinical
information on topics related to the quality measures. QIOs also teach and encourage nursing
homes to set their own internal improvement targets for the national priority
topics using the free Setting Targets—Achieving Results (STAR) site (www.nhqi-star.org). QIO Support for the NHQI
Participant Group
QIOs work intensively with a
subset of nursing homes (the NHQI Participant Group) to improve not only the
quality of clinical care but also the quality of life experienced
by both residents and staff. The
objective of this additional support is to increase resident and staff
satisfaction and to reduce the turnover of certified nursing assistants
(CNAs) through “culture
change”. This cultural change employs
person-centered care principles to transform care practices, organizational
work and physical environments in nursing homes across the country. QIO support for the NHQI Participant Group
includes substantial individual technical assistance as well as opportunities
for collaboration and sharing with other nursing homes. |
